What this program covers

Probity means honesty and integrity in every professional dealing. In practice, it is tested in documents: the clinical note written at the end of a long day, the Medicare item chosen, the medical certificate signed, the registration declaration ticked, the referral letter shared with an insurer. Each one is a written statement that someone else will rely on, and each one can become evidence if a concern is raised.

This program brings together the four areas where honesty and documentation meet:

  • probity and financial integrity across claims, fees, declarations, certificates and conflicts of interest;
  • clinical documentation that is accurate, timely and shows your reasoning, including corrections, late entries and AI scribes;
  • Medicare billing compliance, Department audits and the Professional Services Review;
  • privacy, health records law and My Health Record, including breaches, disclosures and recent reforms.

Who it is for

  • Practitioners facing a notification or employer concern about honesty, records, certificates, billing or confidentiality.
  • Medical practitioners, practice principals and other providers who bill under Medicare and want to understand audit and PSR risk before it arises.
  • Practitioners who have received a compliance letter from the Department of Health, Disability and Ageing, or a request from the PSR, and want to understand the process alongside advice from their medical defence organisation.
  • Allied health practitioners who claim through private health insurers, the NDIS, DVA or workers' compensation schemes.
  • Practice owners and managers who set billing, records and privacy procedures for a team.
  • Any practitioner who wants a firm grasp of documentation standards and privacy law.

Practitioners who do not bill Medicare still gain from the billing course, because the principles of item-based claiming, contemporaneous notes and honest correction apply across funders. If that course is not relevant to you, a multi-buy bundle lets you pick other courses instead.

Courses in this program

Self-paced courses, each with an assessment, a certificate of completion and practical tools you can use in your practice.

Suggested order and what each course adds

  1. Probity and Financial Integrity

    Sets the foundation. You work through honest records, reports and certificates; claiming across Medicare, private insurers, the NDIS, DVA and workers' compensation; transparent fees; registration declarations and the events you must notify to Ahpra within seven days; conflicts of interest; gifts, bequests and financial dealings with patients; and the habits and systems that make honesty the default.

  2. Professionalism in Documentation and Record-Keeping

    Turns the Code of conduct and Ahpra's health records resources into daily habits: what each entry should contain, recording reasoning, consent, safety-netting and declined advice, making late entries and corrections properly, objective and culturally safe language, handover and shared records, telehealth and messages, templates and copy-forward, and checking AI scribe output.

  3. Medicare Billing Compliance and the Professional Services Review

    Shows how a Medicare benefit arises in law, how to read item descriptors and explanatory notes as checklists, how to record time and eligibility, and how Department audits, debts, penalties and the three-stage PSR process work. It includes a 48-hour plan for a compliance letter and how voluntary acknowledgement works.

  4. Privacy, Health Records and My Health Record

    Explains which Commonwealth, state and territory privacy and health records laws apply to your setting, how to share information lawfully with families, insurers, employers, lawyers and police, how to handle data breaches and privacy complaints, and how to use My Health Record within the rules, including emergency access and the move to share-by-default for many pathology and imaging reports.

Evidence you build

The program is practical by design. Alongside four certificates of completion, you produce:

  • a reflective account on the probity pressures in your own practice and a conflicts of interest disclosure exercise;
  • a record self-audit that you can repeat later to show improvement, plus a documentation checklist and language guide;
  • a pre-claim checklist, a 48-hour response plan for compliance letters and a personal billing integrity plan;
  • privacy decision tables and checklists you can adapt for your practice procedures and staff training.

A repeat record audit is one of the most useful pieces of evidence a practitioner can produce after a documentation concern, because it shows change in your actual notes rather than only in your knowledge. If you are remediating, take your audits and reflections into the Insight, Reflection and Remediation Program to build them into a plan. The honesty and probity and records and documentation concern pages explain how these notifications typically arise.

Received a letter from Medicare compliance or the PSR?

Note every deadline, do not change any records, and contact your medical defence organisation before you reply. The billing course explains the process so you can work with your adviser, but it is not legal advice.

Frequently asked questions

What counts as a probity concern?

Any concern about honesty or integrity in professional dealings, such as inaccurate or altered records, false certificates or reports, inappropriate claiming, undisclosed conflicts of interest, financial dealings with patients, or false declarations to Ahpra, employers or insurers.

Can I correct a clinical record after it is written?

Yes, if the correction is transparent: the original entry stays readable, the correction is dated and signed, and the reason is clear. What you must never do is alter or add to a record in a way that hides what was there, especially after a complaint. The documentation course shows how.

What are the 80/20 and 30/20 rules?

They are prescribed patterns of service under the Medicare compliance framework that can indicate inappropriate practice and may lead to PSR review. The billing course explains how they work and how to monitor your own servicing patterns.

Do I need this program if I do not bill Medicare?

The probity, documentation and privacy courses apply to every registered practitioner. The billing course is most relevant to Medicare providers. If it does not apply to you, choose courses individually or through multi-buy instead.

What do I need to tell Ahpra within seven days?

The National Law lists certain events, such as certain criminal charges and convictions, no longer being covered by appropriate professional indemnity insurance, withdrawal of Medicare billing privileges or hospital practising rights, and complaints to a registration authority elsewhere, that must be notified to the Board within seven days. The probity course works through the list and how to notify.

Are AI scribes allowed?

Ahpra has published guidance on artificial intelligence in healthcare. Practitioners remain responsible for the accuracy of the record and should obtain informed consent where required. The documentation course covers checking AI scribe output before you sign.

Will this program protect me in a PSR review?

No course can guarantee any outcome. It helps you understand the rules and build better habits, and your medical defence organisation can advise how to present that learning.
